Will serve letter

My building department wants me to submit a will serve letter from xfinity for my addressin Mountain View,California,Zip code 94043. I visited multiple stores including corporate stores,called many times,nobody seems to undestand what is a 'Will serve letter'. Could you let me know how do I get a will serve letter from Xfinity?

It confirms that the provider has sufficient capacity and intends to serve the development, making the letter a crucial requirement for obtaining building permits and financing by ensuring the project's viability. Your apartment complex management should have that document on file.

Thank you for your response.It is a piece of land where I am building a home. So it is not an apartment.City's building department has a checklist of Will Serve letter from all utility companies including xfinity.I already got will serve letter from Eletcricity/Gas and Water Company,but Xfinity Stores and Customer service seems not to know What is a Will Serve Letter.
