Why does the price of internet change when I add it to my cart.

I've been on the phone with two separate customer service reps, and on the chat with two others and no one can help me or explain to me why when I go to change my Internet speed I see an offer for $40/mo locked in for 5 years, but when I select it it goes into my cart at $60/mo.  I've been told that the price might not be available in my area, or that it might just be for new customers, but it is an option when I'm logged into my account and select change speed.  I've also been told that the price I'm telling the rep is just wrong and the offer doesn't exist and I must be looking at different plan.  I've been told that I'm just seeing $60/mo because that's the regular price, but the regular price after I add it to my cart says $95 - $25 discount - $10 paperless billing and auto pay = $60.  However, before I add it it says the regular price is $95/mo discounted to $40/mo with paperless billing and auto pay.  No one can explain to me even where this $40 comes from.  I can't get anyone to believe that this plan at this price is being shown to me as an option, and in fact they are telling me just about every plan I'm looking at is actually $20 more than the price I'm being shown logged in on the site.  So I've attached screen shots of what I'm seeing, so someone from Xfinity can hopefully help me.  At best there is some glitch when I'm adding it to my cart.  At worst Xfinity is trying to deceive people by showing them one price but charging them another hoping they don't notice and needs to be reported to the CPA.

This is from the change my speed page listed under the 5 year deals

This is when I click on it to see more details.

This is what is shown to me after I add it to my cart.
