Vehicle Damage by Technician

My car was damaged by an Xfinity Technician while he was cutting a cable line at the Intersection of Cain St NE and Jackson ST NE in Atlanta, GA.  I was driving down the road and the line whipped down on my car scratching my windshield and paint.  I stopped and addressed the Technician and  he had a nonsensical response.   I can describe the Technician if needed.  This as at 11:20am Today 8/30/2023.  The Technician was doing work at Camden Vantage Apartments .  He should have waited until there was a red light a block up Jackson ST or put out signs or cones out .  If someone was on a Motorbike it would have seriously injured or decapitated them.  I am including pictures (attached) of the Area, Technicians Vehicle, and Damage...who should I talk to about trying to get the damage fixed?  It looks like the contractor gets their vehicle and equipment from :
