I always get queasy when Comcast/Xfinity says something is "free". In this case, "free" means "If you are already paying for a gateway, the replacement device will be charged at the same rate." In order words, not "no cost (free)", but as stated, at "no additional cost" (for now). In some existing and some newer plans a gateway is "included". Do "no additional cost" and "included" really mean "free"? Or do they mean "won't show up on your bill as a separate item because we included the cost as part of your package." Only Comcast/Xfinity knows, and they keep the truth to themselves.
