Underground Cable Line Installation

I have been waiting for a new cable line to be buried in my yard since May 27th. Someone came and marked my yard within a few days, but since that time nothing has happened. I was told it would be scheduled within 14 days. I was also told on 3 different occasions that a crew was scheduled on a certain date. Each time nobody showed up. I changed my work to accommodate this service only to have the crew not show up. Over the past weeks I have been told I would be contacted within 72 hours to schedule this service, but I have not heard from anyone. I called yesterday afternoon and was told that the crew would be arriving between 8:00pm - 11:00pm, which of course wasn't true as the crew would not be buying a line at night. Either way nobody showed up last night. I need to speak to someone that can actually help. The call center is a complete joke and only leads to more frustration. Enough is enough I need to schedule this service ASAP. It has been long enough..
