Trying to report a cable line that is detaching from an outside utility pole

The cable line coming out of a large box attached the utility pole outside our house has become detached from the pole and is hanging over the sidewalk where someone could easily walk into it.  That cable is connected to a smaller box (which is connected to the large box), and the small box has also become detached from the utility pole and is hanging by the cable connecting it to the large box.   Additionally the cable is fraying where it enters the ground at the base of the utility pole.

I have spent almost an hour on the phone trying unsuccessfully to get through to a live agent to report this.  How can I get someone from Xfinity to check this out and make any necessary repairs?
