Ripped off

I signed up services that included now mobile. I never got the phone it has tracking that says it was lost and is still at fedex. However my account still says that I have now mobile service which is link for payment to my debit card and I can’t remove. To add fuel to the fire I put my account on a seasonal hold and then when I removed the seasonal hold I was charged $150 because to promotion end even though I was told the hold extended my contract. I got into many arguments with customers service from India and now they have targeted me a my account with fees and charges. I can’t get to anyone that can help because all of them are in cahoots with each other and have flagged my number and account.
