Property Easement Letter

I am in need of a letter from Comcast/Xfinity granting permission to rebuild our deck like-for-like in place of the old deck. The existing deck encroaches onto a 10' utility easement by 24 inches. The city will not grant a building permit without a release of all easement holders.

I have contacted CSC Global and they told me their company is simply a registered agent for Xfinity and does not work with easements. From this thread:

it sounds like it can be handled by Comcast/Xfinity with a Direct Message providing the details. Is this still the proper approach for obtaining an easement release letter?
