Plastic Green Cable Box in my front yard.

There is a 15 inch tall pedestal box in my front yard. The footprint the pedestal in on is 15 inches by 15 inches. I can not drive over this box without damage to the box or my vehicle & plan to concrete around this box in the future. Box met tire and top came off, but is now covering, not locked. Help please!

We just moved in earlier this year and have been wanting to inquire about this process since then. If the box can be moved, and/or updated/flattened, would there be other costs associated with that work? In addition to the initial $100? Thank you.
