Ongoing installation frustration

I moved into a new rental home. I had a technician come out to install my Internet cable and he said that a new underground cable needed to be installed, and that the installation would be done in "2-3 days." A ticket was created. When there was no change to the ticket after several days, I called Xfinity and they said they'd send out another technician to resolve the problem. That person came on Monday and said that he couldn't do the cable installation, but the infrastructure needed to install the cable was already installed, so no digging was needed - someone just needs to run a line. He had another technician come today to run the line. Then that THIRD technician came out today and said that he couldn't install the line and that we needed to wait for our stalled ticket to get worked on.

This has been an incredibly disappointing experience and I'm worried that I'm stuck waiting for a ticket to be worked on that is far more extensive than what we really need, which is just a line run from the street to our house through an existing pipe.
