New construction - no open ports

I'm building a house, and there's two Comcast pedestals on either side of my lot.  One side is a small dome pedestal which has innerduct pulled into it without any hardline or tap.  The other side is a larger pedestal with an amplifier and a 2 port #23 tap that's terminated meaning it's end of the line.  The two ports on the tap are both in use by my neighbors.  A third party comcast installer came and wanted to install a splitter on one of my neighbor's lines.  I wouldn't let him touch their service as splitters are a hack, and I didn't want to impact my neighbors since they're both really long runs.  When I call the support number it just hangs up on me after telling me to chat with the online assistant.  The online assistants seem unable to solve this type of issue.  The staff in the retail stores don't seem able to steer support for cable plant type issues.  There's apparently another appointment coming up - Is there any way to ensure that someone qualified shows up?  Seems fairly easy to me - either change the 2 port tap to a 4 port tap, or pull about 80' of hardline to the empty pedestal and connect it to a 2 port tap in there.  If they're not willing to run hardline to the empty pedestal - I'd ask to have the pedestal removed if it's been sitting for 25 years with no plans to actually activate service into it.
