Need New Construction Hookup Washington State

I need a new construction hookup in Washington state and I keep getting the same run around from the [Edit: Inflammatory] customer service reps whenever I try to call.  Their system will not recognize the address as in the service area even though Comcast is (as usual) the monopoly service provider for the area.  There is Comcast box between the sidewalk and my property line.  My builder has run a conduit from said box to my garage.  And yet I can't get a technician to come run some coax through that conduit and connect it to the street line so I can get internet service at my new home!  They won't even try to send a technician to the address for an appointment so someone with eyes [Edit: Inflammatory] can note that the address is indeed served by Comcast and only Comcast!

Does anyone have any idea how to get ahold of someone at Comcast who can send a technician out to do this simple task?
