Moving to a NEW built home

I am moving to a newly built home. The builder told me himself the home is wired and ready for Comcast and that my new home is indeed in the Comcast coverage area. The builder told me all anyone has to do is come to the house and turn on the signal. However, when I tried to input my new address in the transferring service page, it wasn't recognized. So, I called and spoke with a guy who said there was a survey out. He called me back a couple days later and said the location isn't serviceable. I don't understand that at all. The neighborhood is clearly in a Comcast coverage area. When I look up other ISPs to see if they provide coverage, I'm literally redirected to Comcast's website.

Can someone please just go to my new home and turn on the service??? Thanks!
