Missing Pedestal Cover

We moved into a new build on 3/22 that had a missing Pedestal cover in the back yard. We have been trying to get this fixed since the tech ran a wire to our House. 

We have spoken with 20+ of customer service agents, opened dozens of tickets. This has been escalated 10+ times and Xfinity promises a tech will be out "Tomorrow" to fix it.  There has been a tech scheduled to fix this everyday for almost 3 weeks now and no one shows up. 

Only excuse we get is "tech availability". 

How do they miss 3 weeks worth of appointments? 

This is the bigger style pedestal that is roughly 2ft by 3ft with a 2ft hole in the ground.

Our 2 year old daughter plays in our backyard an has almost fell into it twice already. 

How can we get someone to actually show up and get this fixed??

Their is a tech scheduled again for tomorrow ( For the 15th time). Is there anything additional you can tell be besides its scheduled for tomorrow??
