Maintenance Crew won't fix the main line to my neighborhood

I do NOT need to do any troubleshooting. I do NOT need a technician to come to my house. What I need, is for maintenance to address and fix the known issue which they were made aware of nearly 30 days ago. 

I have had multiple technicians out at my house, one of which was a level 3 technician who confirmed that the cause of the intermittent issues is because of a damaged line that maintenance is in charge of fixing. This has been going on for TWO MONTHS. At times the internet is completely unusable, and the TV will freeze and buffer for a minute or two before resuming. Online gaming is not possible because of constant dropped connections due to latency variation and packet loss. I have called multiple times and had 2 different technicians out here. It worked completely fine 2 and a half months ago and one day it suddenly stopped working. I have a list of everything that has been checked/replaced/inspected by the technicians. While still having problems, the previous technician made some calls to a commercial technician and then to line maintenance. They confirmed it was a damaged line that services my neighborhood due to an accident of some sort. The first technician I had out on 7/6 put in a note for it to be checked out and repaired. At this point I have had multiple neighbors also say that they are having similar issues, so I know it's not just my home. I called tech support around 7/22, they said that it was never looked at. I called tech support again on 7/27, I found out that on 7/25 someone was finally out to fix it. They too confirm it's a damaged line, but that they can't work on it because the Olympics are going on. Yesterday I couldn't even watch the Olympics for 10 minutes without the TV freezing and buffering. The tech support representative I talked to on 7/27 said someone would be out in 14-30 days once the Olympics end. I am trying to be understanding but this is just completely ridiculous. There is ZERO reason why it shouldn't have been resolved by now. It has been two months of ongoing issues with no end in sight.
