Low hanging wire behind house where kids play - safety problem

I have put in 5 tickets to have a low hanging xfinity cable raised behind my house where my kids play in Charlottesville, VA. The cable is 4 to 5 feet off the ground. Each time, the ticket gets closed without anyone coming or they come and say no one is home. I have escalated the tickets and called nearly everyday. Customer service assures me someone will call me back from the escalation team to address this. It has been nearly 3 months since this started. I am at a loss for what to do.
