Lies about tech support visit

I have set 2 appointments and for the life of me can't talk with a live agent. They keep hanging up and no one has fixed the cable not working

I had an application set today from 4pm to 6pm. I live in a condominium. This is a recently upgraded installation. Since the install a week ago The service has not worked. I have gone through the reset over 10 times. The technician apparently came at 5 ish but next came to my unit. Security watched them park for 5 min then drive off. They sent me a text saying sorry we missed you. So here I am took off work waiting at home to be lied to. And still without service. 

I try to call and speak to someone about this horrible service and disrespect of my time. For the AI bot to keep hanging up on me saying o we can't help you right now!.

Why is it impossible to speak with someone. At what point can I trust the tech will actually come..
