Hello, this should be accessible in your accessibility options: If your remote has it, press A (triangle button) to visit the X1 Help screen, then use the down arrow key to find the Other row. Use the right arrow key to find the Accessibility tile, then press the raised button in the center of the directional pad.
You should also be able to turn it off using the voice function. Please let us know here if that works for you. If not, we will do some more digging for you.

Also, depending on your TV (smart or not) that may be a function of your TV, but let's focus on the X1 box and remote before we look at that.

I have followed all directions. Not working. It still announces the volume setting.

This is most likely a TV problem. Announcement of TV volume and mute state are performed by your TV set in response to commands sent by a Comcast/Xfinity remote control, not by the cable box (or by the Stream app, if that's what you are using). Neither one has any idea what the volume is set to, or whether or not the set is muted.

If the cable box is unplugged or its HDMI cable is disconnected (or if the Stream app is not running), do the announcements continue?

If you change the TV's input to anything other than cable, do the announcements continue?

If you post the TV set's model number, maybe we can help. On my Samsung TV, I can turn it on and off with the Samsung remote by pressing

    Settings / General / Accessibility / Voice Guidance Settings
