user_3vx8kt While Comcast does support collect calling, Voice service does not support the billing for collect calls from Correctional Facilities and Institutions. This is due to the fact that many correctional facilities are served by specialized phone companies. Instead of using collect and third-party calls (which may be subject to fraud), these phone companies often have alternative methods in place.

The most effective means of resolution would be to contact the facility that you are trying to receive calls from to obtain the name of the provider that services the facility. Then you should  contact the provider directly to secure an account.
