Help removing

Hi,

I live by a very rotted out utility post. A replacement post has already been installed by the city. Power lines have already moved over 6 months ago to the new post, but the Comcast line still remain on the old rotted post. The city keeps saying it's not their responsibility anymore and that Comcast has to remove their line prior to removing the rotted post. Hoping for help in getting the lines to the new post so the dangerous rotten one can be taken down.
