Extremely slow upload speeds

I am on the Extreme Pro Plan with Download speeds: up to 800 Mbps and Upload speeds: up to 20 Mbps 

In practice, I am getting 800+ download speeds, and upload speeds on average in the 0.75-5 mbps range. 

I had a Comcast tech out to my house yesterday who checked the line and reported the line is fine. He used a device to test both the RF as well as Ethernet throughput:

1) On RF, bypassing the modem,, the meter showed over 1.2GB down and 35MB up

2) On Ethernet, with the modem in circuit, the meter showed nearly 1GB down and completely erratic speeds up between 4 and 12MBPS. It never ever got to 20.

Those speeds were reported on his device

He swapped out my customer owned modem to a rented Comcast xFi gateway to eliminate the possibility that it is my modem. 

My own customer owned modem that he swapped out is a Netgear CM1150V which is on the approved Gigabit list.

Even after his visit, on every speed test, even after his visit, I am getting around 1-5 MBPS (both hardwired and wireless). My zoom calls are dropping multiple times a day and I have to turn off video to keep going when this happens. 

My neighbor across town also on xFinity gets 20+ upload on his speed test consistently. Something is wrong and I need help getting this addressed as I am not getting what I am paying for.

Same problem. All of a sudden, about 3 days ago, my upload speed slowed down from ~35MB/sec to 10MB/sec. It's consistently low--which suggests that it's being throttled by Xfinity. How can I get the upload speed I'm used to?

Plan speed 100/5 Mbps.
Real upload speed 0.7 Mbps.

I very rarely need to upload large files to cloud storage, but today I need to upload a file from our 25th wedding anniversary video. Our friends and relatives are waiting for the video file to load.
I am very sad. I am sure that the problem is not in the computer, because the same computer was also connected by cable to a router in Russia, and the same application for working with Yandex.Disk cloud storage perfectly uploaded the video file at a speed of 9.5, Mbps, and not 0, 7 Mbps!!!!
It's just disgusting! When moving to another house, Xfinity will be the last one I choose to connect to the Internet!

Same thing happens to me. I'm on gigabit with comcast 1gig down / 40mbps up (which is a joke in itself). My upload drops to ~0.5 MBPS randomly, and I get kicked off of work/school video calls because of it. This has been happening to me on and off with comcast for years. They have yet to completely fix the issue. I'm currently getting the issue again right now (hence me being on this forum looking for answers). Made my own post about it as well. Only thing I can think of at this point is switching ISPs. I'm at my wits end at this point. Seeing that there's this many people with the issue other than me just goes to show that it is definitely an issue on Comcast's end and not the customers. I'm beginning to think they just throw a upload speed throttle at people randomly hoping they won't notice.

Actually my downloading is 600+ which is fine thought never exceeds 700, but uploading speed always around 1-5 Mbps which extremely give me trouble since working from home and having video calls.

I'd be happy to review your account and check your signal levels and the health of your node to see if I can isolate a cause for your speed issues.
