exposed lines on my property

Hi. I have a comcast pedestal in my backyard. The lines running to 3 of my neighbors homes are above ground and located in an area that I want to landscape. How do I either get the pedestal removed, or at least get the 3 lines buried properly. I am not currently an xfinity customer. Any help you can provide will be appreciated.

I still have not heard back from anyone on this matter. I am in the process of landscaping and digging up more and more lines. This needs to be addressed. Does anyone know if there is a Board of Public Utilities in Broward county that I can contact about this matter?
