Error when reporting cable down in yard and street

Recent storms took down the cable from the house to the pole. It is currently laying across the yard, driveway, and street (~100ft).

Have attempted to report the safety hazard for 4 days. The Xfinity assistant has always returned an error, stating that the issue was not reported, every single time.

How do I report the safety issue, let alone the outage to Xfinity? Should I contact the non-emergency public services line?

Thank you
