Easement Abandonment

We are applying to the City of San Jose to vacate the easement located at the back of the property. One of the requirements of the City’s application is your company's consent to vacate, or to vacate with the retention of an easement that meets your requirements.
The homeowners wish to convert their existing detached garage into an ADU. However, the existing structure is located within the rear Public Utility Easement. There are currently no utilities running through this easement. All of the utilities are at the front of the property.  The city gave me your contact as [Edit: "Personal Information"] Construction Specialist. I sent him an email but it did not go through: [Edit: "Personal Information"]
[Edit: "Personal Information"] Please advise on whom I need to contact. Thank you.
