Complaint about customer service employee

Where do I report to someone about an unethical representative? When I called regarding my service, the representative set an appoint for me. A few minutes later she called me back, pretended to be her own supervisor, and told me that in order to get early service, I had to text the number 9 to a specific number. This turned out to be a rating on our previous call. She assured me that that would set up my early service which never occurred. The call was on 1-27-26 with [Edited: "Personal Information"] and [Edited: "Personal Information"]
