Can't get speeds I'm paying for

I pay for gigabit speed but I am lucky to crack 300mps. At one time, I was getting the promised performance. I cannot get to a live person to schedule a service call. I went through the AI front end prompt troubleshooting both on my desktop and my phone and all the necessary checks came back as working perfectly. At one point, on my phone, I got a message saying that a service call is being scheduled, after about 2.5+ hours on the phone dealing with automated systems, not a person. That was over a week ago and there is no service call scheduled and trying to get a live person today again was of course a fail. Why am I paying for speeds I'm not getting, and why can't a service tech make a visit and get me back to the speeds I'm paying for? Thanks
