Cable Line Down in My Yard (not a customer)

Hello,

After a cable line fell in my yard, my city's 311 service told me to contact comcast to hang it back up. I haven't had any luck with customer service over the phone since i'm not a customer and was hoping you could offer some assistance as I saw on other posts.
