The easiest way to report such concerns is by following the options on our Report an Xfinity Issues page at https://www.xfinity.com/support/articles/report-an-issue.
Simply click on that link, then follow the instructions to report your issue directly, sign in with your Xfinity ID, and choose "I think cable wires outside my home post a safety risk."
