4 months unable to establish service - address block from previous renter

Good evening.   An extremely frustrating situation.  I have personally had Xfinity internet service in multiple addresses.    I am helping a family who recently arrived as refugee from Afghanistan.   I attempted to help them establish Xfinity internet service.   Repeatedly denied.  Over three weeks, I made 7 phone calls with my friend to try and resolve problem.    Local office put in several tickets, with got denied.   Repeatedly transferred between customer service, accounting and security departments.    All departments reported the problem is there was an address blocked because previous tenant moved out and did not pay bill.  Then security told there was another Xfinity user in a different state with same first and last name.   I asked them to verify date of birth and middle name, as that first name is very common for that country.   

It appears that the comcast/Xfinity staff was unwilling to support because this was a new immigrant to America.     I repeatedly asked to speak to a supervisor but was told they were unable. 

This problem documented as account [Edited: "Personal Information"].    I hope someone at corporate can sort out this failure and perceived discrimination problem.
