When did local channels downgrade from 1080 to 720?

It used to be that local network affiliates, such as ABC, CBS, NBC, even PBS, would be in 1080, but recently they are now only 720.  What happened?

Comcast is converting ALL HD down to 720p MPEG4 to open up more bandwidth for Internet. Here in the Chicago area, the only MPEG2 HD channel left is Weather Channel, most likely due to the way the local info needs to be overlaid onto it.

This has been going on for over a year:

So will they stop charging the $10.00 fee for HD as 720 in not HD..    also I don’t need a 4K as they will not be broadcasting in it...
