According to channel line up, TCM is in the 140+ starter package. Is that true? I can change to a cheaper package and get TCM.

In many areas TCM is only available if you subscribe to the "More Sports & Entertainment Package" package. See https://www.xfinity.com/learn/digital-cable-tv/sports/more-sports-entertainment-package.
