"RKINO - TV1000" on channel 3227
This is from my correspondences with Xfinity back in Jun:
the issue started back in January, and I had numerous Xfinity Support Tickets (at least 9) and Technician visits.
At this point Xfinity exhausted all their four month long investigating efforts and here's their conclusion:
"Diving deeper into your reported issue (error "RKINO - TV1000" on channel 3227), here's what I've found:
- The "I’m sorry, but I find your very formal response quite disappointing." text is the internal identifier/slate coming directly from the international broadcaster's transmission feed, not a glitch generated by the X1 or Xumo box software.
- Because this is an international satellite/IP source feed being handed off to Xfinity, a static slate or text-based error string like this almost always points to a source-feed disruption on the broadcaster’s end (e.g., satellite downlink failure, transponder issues, or a temporary pull of the foreign feed).
- Since it is an isolated issue on a niche international channel, it is incredibly unlikely to be an in-home hardware or signal impairment issue for just you.
This makes sense of the unresolved tickets and prior troubleshooting attempts. I'm sorry that it took as long as it did to come to the above conclusion, and I want to extend our gratitude for your willingness to reach out here - to our Digital Care Team! It appears my colleague has already submitted your feedback to the proper team(s), which is what you were asking for"
"...the TV network or local station is accountable for the technical quality of the video and audio before it gets transmitted to Xfinity"

and here's Viasat Kino's reply today Sept 9th:
"Thank you for your continued correspondence and patience while we have investigated the issues you have been experiencing with the broadcast quality of TV1000 Global Kino. We appreciate how frustrating this has been, particularly given the time you have spent providing us with additional information and corresponding with Comcast to try to resolve the issue. We have taken your concerns seriously and have worked with our technical provider to investigate the matter as thoroughly as possible.
Following these checks, we can confirm that our broadcast signal is being delivered correctly and that we have not identified any fault with the service at our end. We have also not received any other reports of similar issues from viewers in your area. While we appreciate that this does not explain the problem you are experiencing, our investigation has not identified any wider issue with the broadcast service.
As we have now confirmed that the signal is being delivered correctly from our end, we believe the most helpful next step is for Comcast to investigate the service further. There may be an issue with the equipment, connection, or the way the service is being received at your location, and Comcast is best placed to carry out the necessary checks and diagnostics on these areas, which are not available to us as the broadcaster.
We also understand that you have asked Comcast to remove our channel from its Xfinity line-up. We appreciate why you have made this request given the difficulties you have experienced. However, decisions about the channels included in the Xfinity package, as well as subscription and billing matters, are handled by Comcast and are not something we are able to determine as the broadcaster.
We appreciate this may not be the answer you were hoping for, particularly after the time and effort you have already put into trying to resolve the issue. We do want to reassure you that we have looked into this carefully and have not simply dismissed your concerns. Based on the checks available to us, we have been unable to identify a fault with our broadcast signal, which is why we feel further investigation by Comcast is now the best route to getting this resolved.
We sincerely hope Comcast is able to identify what is causing the problem and help restore your access to the channel.
