To add more info after some checking: The Rewind TV channel finder says 59.3, which is WXIN. Wikipedia says WXIN 59.3 is Defy, and edit history shows that entry was updated on November 1. So Rewind TV is no longer available. So basically, WXIN changed affiliations for 59.3, and Comcast is just passing on what is aired. It may take a few days for the guide data to update to the new affiliation.

Rewind and Defy are broadcast networks carried by a local TV station. Comcast just passes on what is aired. It's possible there was a change with the broadcast that got Comcast's guide data supplier confused.

Since Rewind is a broadcast network, they would need to make a deal with another station. And then it depends on whether Comcast already carries it, or a deal would be needed to add it (which would typically involve them paying more $$$ and having to pass that on to you.)

To be honest, these old-TV-show networks are a dime-a-dozen. Plus there are a zillion of them on free streaming services like Pluto TV, Tubi TV, Local Now, Sling FreeStream, The Roku Channel (TRC is available on multiple platforms, not just Roku) etc...

You can use sites like ReelGood and JustWatch to see what streaming services, both subscription and free, various TV shows and movies are on.
