Problem on particular channels (ESPN* HD) in Napa

Napa, CA: Have issues (pixelation/noise suggesting interference on a digital channel) on the ESPN channels, located in North Napa.  Device receiving (TiVo Romeo with Cable Card) has been reset with no improvement.

Suggestion on where to send a formal issue?
