Paramont error code apps 04036

I believe the error code eminates from a weak Wi-Fi connection. Rebooting router and cable box will not fix the issue. If tv is closer to router station, Paramont will load. Further tv is from router, issues will occur. Maybe a Wi-Fi pod boosting signal will help.

My situation disproves your theory.  I have 5 boxes and the 3 main ones have the 04036 error code.  2 of these boxes are 10 feet from my router on the 2nd floor of my house. 

A mini box (XiD-P)  where Paramount + loads every time is on the first floor a 100 feet from the router.
