nbc sound stuttering

is there a problem with audio in the broadcast? sound is stuttering, can’t understand speech. watching news right now 4:22. also happening during commercials.

the same is heard on both 188 HD and 5 SD channels for nbc. 

a friend also has same issue and he lives 10 miles away so it’s not house cabling or local node issue.
