Will Comcast be adding the new MeTV Toons channel on June 25 to their Philadelphia area services?

@user_hv07dc​ - it may depend on where you live. It's only available in cities that have a broadcast station that carries it, similar to how Grit or Buzzr work.

Go to the MeTV Toons website (www.metvtoons.com), click on the "Where to Watch" button at the top, then, on the next screen, enter your ZIP code, and it should tell you if there is a station nearby that carries it. Xfinity cannot ask the owners of the network to make it available everywhere; it doesn't work that way.
