Several comments about it. Be aware that MeTV Toons is a broadcast network carried by a local TV station. Comcast cannot simply add it on their own. A local station would need to carry it, and have an agreement with Comcast to pass it on.
First, check the MeTV Toons website to see if a local station carries it:
