Local tv channels

Was looking to possibly downgrade my xfinity tv service to the local basic package. The one with just the local network channels in my area; NBC, CBS, FOX, ABC & PBS. I was told this is about $65 in my area.

Like my current “digital economy” tv service, will this basic one also include the local cable access channels (about 4-5)?

long story why, but I still want to be able to record my local cable access channels with my tivo and xfinity cable card. 

i am assuming the answer is yes, but just want to see if anyone else has these cable access channels with the basic/lowest tv package before I attempt to possibly switch
