Is Epix a Subscription Only Channel?

We just got a new package deal and thought both Screenpix and Epix were part of it as replacements for Starz Encore channels that I know now are zapped dead unless paid for. (Rats!)  But Epix is showing up as subscription only and Screenpix Western is a dud for my husband compared to what he saw on Starz Western channel.  So is there no choice left?  We were either lied to by the representative or he didn't know what was happening on Comcast.
