If it works anything like how it works where I live (San Francisco Bay Area), probably not. Even with the Sports & Entertainment package, the only "regional sports networks" I get are my two local ones, NBC Sports Bay Area & NBC Sports California - and even at that, NBCSC has to black out the Sacramento Kings games.
Even if you could get Fox Sports Wisconsin in Minnesota, any Brewers and Bucks games on that channel would have to be blacked out. Comcast has no control over this; every cable and satellite service has the same restriction.
