Choppy dvr recordings since outage

All recordings from all channels play back chopping. I've checked all connections and restarted the system multiple times in multiple days. NEED HELP!

Also thank you so much for trying those troubleshooting steps before reaching out! Let me ask have you by chance done an account refresh and not a reset?
