Channels I'm supposed to get

I have Expanded Basic service.  The channel lineup guide indicates channels I'm supposed to get, but some of them say I have to subscribe to them.  If they're in my plan, why do have to subscribe to these channels?  In one case, channels 853/1215, the NFL Network; On my list, but unviewable
