Can't find PCN (PA Cable Network) in the guide grid ??

I upgraded to Ultimate TV package and I can't find the PCN channel (Pennsylvania Cable Network) ??

The Xfinity website says I should be able to get it at Channel 100 at my home address, but I've rebooted my X1 box several times, as well as a couple System Refreshes.  Then I got a replacement X1 box at my local Xfinity Store and that didn't help either.  I also contacted Customer Service but got conflicting answers from them --- one of them saying I should be able to get it but couldn't resolve the problem, and another agent saying PCN is not available anywhere in the Pittsburgh subscriber area, which doesn't make any sense.

Does anyone in the Pittsburgh area get PCN and what package and cable box are you using?
