Every city is in (at least) one team's blackout zone.
From the maps I've seen, the Treasure Coast looks like it's right on the line between the Lightning's blackout zone and the Panthers'. You will have to take it up with the NHL, as it is the one that draws the blackout lines - not Comcast.
