Big Ten Network outside of the Pacific Coast

If you have Big Ten Network and don't live in California, Oregon, or Washington, are you able to watch live sports involving any of the Universities of Oregon, Washington, USC, or UCLA? I thought the "blackout" of those teams was limited to those states (and note that northern California, where the two major schools went to the ACC, is also having these four schools blacked out), but I have read on other forums that this is happening nationwide.

Update: apparently, cities in states that have other Big Ten teams are unaffected - for example, most of Maryland is not, but Burlington, VT and Salt Lake City, UT are.
