Xfinity Customer Received Bill With Another Name On It

We received an Xfinity bill to our address but the persons name on the bill does not nor has never lived at this address.   While we are an Xfinity customer this bill was not our bill.    My question is how does Xfinity determine if multiple accounts exist at an address and when would there even be need for this?   My concern is that if this other account is not paid Xfinity would cut off the services to the address yet another account is still paying for that address location.   It would seem the billing system should have something to adjudicate this?
