Why can't I get the advertised price when changing plans?

I currently pay $50 a month. When I go to upgrade my plan, I see the following pricing information.

$10 to upgrade to 1000 MBs, cool! That should be $60  month right?

Oh Looks like Xfinity doesn't want me to own my own equipment.

That will be $20 a month more so $70, uh ok I guess.

Now I checkout, surprise! Just kidding it's really  $80 a month, so $30 more!

Xfinity really likes me so they'll remove $5 for paperless billing, $75 a month.

So my question is this:

How come you advertise $10 to upgrade but in fact it's $25?

This is a very deceptive, dishonest practice, isn't it illegal?
