I set up a payment arrangement for the 16th of Feb.. but my services is still off, I was told if you set up a payment arrangement they will keep your service on, they have yet to do that. I wanted to pay for my account in full on the 16th of Feb I just want my services to be on. I can pay the amount in full on the 16th of Feb

Payment arrangements typically allow services to remain active, but this depends on the account's status when the arrangement is made.
