Payment Declined on multiple methods

I'm trying to pay the $1 remaining on my past due balance, as it was $152 and I paid $151. The payment arrangement was due for today. I've been trying to pay the $1 since yesterday, but it keeps getting declined. I tried 4 different cards (all of which have enough funds available). Even tried some with Apple Pay. Literally everything gets declined. I have screenshots. How do I pay this $1 and avoid a penalty fee? Does it require filing a complaint with FTC?
